INTERNATIONAL PUBLIC FINANCIAL MANAGEMENT TECHNICAL ADVISOR BUDGET AND FINANCIAL ACCOUNTABILITY The U.S. Department of the Treasury, Office of Technical Assistance (OTA), is recruiting individuals on a competitive basis to serve as technical Advisors for its Budget and Financial Accountability (BFA) program. The BFA program provides technical assistance to counterpart governments in developing and transitional countries to strengthen public financial management (PFM) systems and improve the effectiveness of Ministries of Finance and related institutions. Through resident (long-term) and intermittent (short-term) engagements, advisors work directly with counterpart officials to promote fiscal reforms characterized by informed budget decision-making, strong fiscal discipline, transparent financial operations, and greater accountability in the management of public resources. Advisors are individuals hired under personal services contracts. This recruitment is for assignments worldwide, requiring living overseas (Resident Advisor) or significant international travel (Intermittent Advisor). BFA projects support reforms to improve all aspects of the government budget cycle and may focus on one or more of the following areas: Budget formulation Budget execution Treasury management Accounting, reporting, and internal audit Responsibilities and Duties Advisors are expected to: Provide technical advice: Deliver strategic and technical guidance to strengthen public financial management systems and institutions. Design reforms: Collaborate with counterpart officials to develop reform concepts, strategies, and actionable implementation plans. Facilitate institutional change: Assist governments in designing and implementing policy, legal, regulatory, and institutional reforms. Optimize operations: Review and improve business processes and organizational structures, and financial management practices. Build capacity: Design and deliver formal training and on-the-job mentoring to promote sustainable reforms and skills transfer. Develop tools: Collaborate with counterparts to create analytical tools that support improved decision-making and transparency. Report progress: Prepare written reports and other documentation to communicate project progress, results, and recommendations. Required Qualifications: Bachelor’s degree in business administration, economics, accounting, finance, public administration, or a related field is required; an advanced degree is preferred. At least five years of senior-level experience, preferably within state, county, or large municipal government institutions. Demonstrated experience in one or more of the following areas: Budget policy, planning, formulation, and fiscal frameworks; Budget execution regulation, policies, and reporting; Treasury management and operations, including cash forecasting and liquidity management; Government accounting and financial reporting frameworks; Internal audit functions. Strong written and verbal communication skills, with a demonstrated ability to present complex information clearly to varied audiences. Ability to work both independently and collaboratively in team environments, exercise sound judgment, and provide effective leadership in complex and fluid environments. Demonstrated ability to build consensus, establish productive relationships with senior officials, and facilitate institutional change. High degree of flexibility and adaptability to work successfully in diverse cultural and operating environments. Preferred Qualifications Proficiency in Spanish or French is highly desirable. Strong knowledge of public financial management principles and practices. Prior international experience, particularly in developing or transitional environments, is strongly preferred.
