Rail Maintenance and Sustainment (RMS) Multiple-Award IDIQ

AMENDMENT 0005 (July 23, 2026): The purpose of this amendment is to (1) Formally amend and conform the submission instructions and evaluation criteria for Factor 4 (Past Performance) and Factor 5 (Price) across all Phase II Task Order Requests for Proposals (TORFPs); and (2) Issue official Government responses to Phase II Vendor Questions & Answers (RFIs 1 through 22). Refer to attachment "6913G626R200002 0005" provided. The proposal due date and all other solicitation provisions and requirements remain unchanged. AMENDMENT 0004 (July 16, 2026): The purpose of this amendment is to formally incorporate and issue the Task Order Requests for Proposals (TORFPs) and Statements of Work (SOWs) for Phase II of the solicitation. AMENDMENT 0003 (July 14, 2026): The purpose of this amendment is to formally address the retirement of Standard S-2034 (Car Builder Certification) within the solicitation and SOW, directing offerors to follow current AAR guidance. AMENDMENT 0002 (July 10, 2026): The purpose of this amendment is to remove the requirement for Mock Task Orders in Phase II. Refer to attachment "6913G626R200002 0002" provided. AMENDMENT 0001 (June 25, 2026): The purpose of this amendment is to provide answers to three questions submitted. Refer to attachment "6913G626R200002 0001" provided. The proposal due date and all other solicitation provisions and requirements remain unchanged. POSTING (June 17, 2026): This Request for Proposals (RFP) is for a multi-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle conducted under full and open competition. These contracts provide for commercial rail products and services including but not limited to manufacture and refurbishment of locomotives, freight cars, railcar movers, and associated rolling stock; preventive maintenance and inspection services; corrective repair and overhaul; engineering diagnostics and technical support; and emergency repair services as described in accordance with Section C, Statement of Work.
