Lab Courier Services

The Department of Veterans Affairs, Veteran Health Indiana VA Health Care System in accordance with RFO 6.302-2, Urgent and Compelling, intends to negotiate on a sole source basis with All American Express Solutions LLC for a one (1) year bridge contract for VHI Courier Services. NAICS 492110 applies, the small business size standard is 1500 employees. Contractor shall provide lab and pharmacy courier services to the Veteran Health Indiana VA Health Care. August 1, 2026, through July 31, 2027, in strict accordance with all schedules, specifications, terms, conditions and provisions of the contract. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 1:00 pm EDT on July 28, 2026.
