6525--PACS VISN 5 Award Notice

The Delivery Order is for an upgrade of the Philips IntelliSpace CardioVascular (ISCV) Cardiology Picture Archiving and Communication System (CPACS) from the current ISCV version to ISCV version 8.1 as well as to consolidate site-specific archives into a singular VISN-wide virtualized vendor neutral archive (VNA). In accordance with Federal Acquisition Regulation a Firm Fixed Price Delivery Order will be issued to Philips Healthcare Informatics, Inc. Philips Healthcare Informatics, Inc. is the only one awardee capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. A Delivery Order will be issued under the terms and conditions of Defense Logistics Agency (DLA) contract SPE2D1-19-D-0036. DLA has negotiated fair and reasonable prices and determined the prices awarded under contract SPE2D1-19-D-0036 to be fair and reasonable; thus, a separate determination of fair and reasonable pricing is not required. The Contracting Officer has conducted a price evaluation to ensure that the quoted prices are equal to or less than the contract price. In conclusion, I have determined that placing a Delivery Order against the Philips Healthcare Informatics, Inc. contract SPE2D1-19-D-0036 represents best value in meeting the Government s needs.
