Update 04 Released: 8/18/2026 This announcement is being extended from 10/01/2026 to 11/01/2026. Interested vendors should expect a soliciation to be released on or around the closing of this announcement. The following Q&A regarding Update 03 below is released: QUESTION 1: "If a prospective offeror has past performance or current work on an FAA acquisition support contract that does not have a CPARS reference, can we solicit a past performance questionnaire from the client in lieu of CPARS?" FAA RESPONSE: Please note that the criteria outlined in Update 03 below are draft only and subject to change at this time; however, if this criteria were to be used verbatim, the short answer would be "No." QUESTION 2: "Would the FAA consider lowering the threshold for past performance so that it is less restrictive to small businesses? A lower threshold would allow a larger pool of small business concerns to participate." FAA RESPONSE: Although the FAA's internal total estimated potential value for this scope is sensitive and will not be released, please note that it is significantly higher than $10M. This threshold has been carefully considered and is tentatively determined to be the lowest we can set to ensure an offeror has sufficient past performance experience comparable in magnitude, thereby mitigating award risk to the FAA. QUESTION 3: "Has the FAA made a determination as to the type of contract?" FAA RESPONSE: No. This is subject to change until the solicitation is publicly released. QUESTION 4: "The requirement states that annual reporting with performance ratings can be provided in CPARS. Although AMS requires CPARS, many of our customers do not complete them. Would the FAA consider accepting Past Performance Questionnaires (PPQ) instead?" FAA RESPONSE: If your company has performed contracts requiring CPARS reporting and needs CPARS submissions completed to be eligible for award, there is likely still time to have this completed before proposals are evaluated if you contact your respective Contracting Officer to address this. At this time PPQs are not anticipated to be acceptable substitute in lieu of discoverable CPARS reports. QUESTION 5: "If my company has fewer than 3 examples that meet all criteria, can I submit past performance examples possessed by my intended teaming partners?" FAA RESPONSE: This is yet to be determined; however, the FAA's notes this consideration to ensure this question is clearly answered in the forthcoming solicitation package and the solicitations Section L (Instructions to Offerors). It is recommended that companies intending to use teaming partners familiarize themselves with AMS 3.2.2.7-8 Disclosure of Team Arrangements (April 2008). The FAA currently intends to require disclosure of teaming arrangements in offers. The information was very helpful. The purpose of this update is to provide an estimated magnitude of the scope, provide draft past performance minimum requirements, and to state the FAA’s intent to determine the nature of forthcoming competition.
