Description

The Architect of the Capitol has a competitive Full and Open requirement for a $150,000,000.00 Single Award Task Order Contract (SATOC) for multi-disciplinary maintenance, repair and minor construction work, primarily in support of security projects. This SATOC will be an Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract and will include a one-year base period with 4 (four) one-year options, for a total contract period not-to-exceed five years. The total capacity of the base period plus four option periods shall not exceed $150,000,000.00. The individual task orders to be negotiated and awarded under this expected construction IDIQ contract will be firm-fixed price with an anticipated range of $50,000 to $10,000,000. Task Orders will involve a broad range of multi-disciplinary maintenance and repair, and minor construction work and may include a variety of trades such as carpentry, interior/exterior elements, mechanical, electrical, incidental to security construction. The overall requirements for this program are new construction and renovation type upgrade replacements of features typically associated and repairs; forced entry and/or ballistic doors and windows, anti-ram devices, kiosks, security infrastructure, security cameras, card readers, access control devices, components of SCIFs, etc. Work may also include geo-technical investigation; exterior upgrades and repairs traffic & streetlight; roadwork; other force protection (AT/FP); type projects associated with campus organization existing buildings and grounds. The contract may also be used for task orders expected to require design effort by the Contractor to purchase, fabricate and construct the items above. Examples of typical incidental designs include, but are not limited to, SCIFs, FEBR and blast designs, verification of existing structures for the new work, fire life safety calculations, architectural and structural design of minor facilities or components, civil engineering work related to barriers, kiosk and site adaptation of pre-engineered structures. Projects will be located in Washington DC Metropolitan area with the majority of projects located in Washington, DC. One (1) contractor will be selected for award under the solicitation for this requirement. INTERESTED PARTIES Interested firms shall submit a capabilities package to include their qualifications and experience with performing projects of similar size, nature, and complexity. Please indicate what qualifications, certifications, or past experience uniquely qualifies the offeror's firm to perform the above-described work. Please include at least two specific examples of the firm's experience performing the work requirements stated above. The projects must have been performed within the last ten years. Please indicate the team of subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications if subcontractors are planned to be used. Security requirements: The selected contractor shall have and maintain a Top-Secret Facility Site Clearance. At least the one (1) Project Manager, one (1) Construction Superintendent and one (1) Cost Estimator to price task orders shall have an active security clearance. Responses are limited to 10 pages.
