Subject: Statement of Work: Install Chill Water Lines to Hospice and Audiology Location: Campus Project #: 659-24-203 Date: 26 February 2026 STATEMENT OF WORK Mechanical General: The project involves providing chilled Water from Building 31 primary chiller to serve Buildings 42 and 43. This project should be completed in 365 days and include a 1-year warranty on all items. Background Information: Building 42 and Building 43 are on separate systems, the VA wants them on the same system as Building 31. SCOPE OF WORK: Provide chilled water from the building 31 primary chiller to serve Buildings 42 and 43, bypassing the existing chillers in 42 and 43 during normal operation. Normal Operation (Primary from Building 31) Building 42 and Building 43 are served directly from building 31 chilled-water plant. The existing chillers for 42 and 43 are isolated and not in use. Valves and actuators shall be connected to the Building Management System (BMS) and automatically controlled for mode selection. Bypass Mode (Local Chillers in Service) Building 42: The existing chiller serves the 2" chilled-water line supplying Audiology. Glycol shall be replenished through the pot feeder. Building 43: The existing chiller serves the 3" chilled-water line supplying the building. Glycol shall be replenished through the pot feeder. New Work / Modifications Install additional pumps in Building 42 to serve the 2" chilled-water line to Audiology. Run new 4" chilled-water supply and return lines from Building 31 to Building 43. Provide emergency backup chilled-water access: Building 42: Quick-connect ports. Building 43: Bolted flange connection. All new valves and actuators shall be BMS-integrated for automatic operation and remote monitoring. Contractor Trades: Division 01 General Requirements Rig, hoist, and place pumps, long pipe runs, and large valves especially for elevated or exterior segments. Develop and execute functional performance tests for both modes, including BMS sequences, alarms, failover, and remote monitoring. Produce pre-functional checklists, FPT scripts, deficiency logs, and final Cx report. Implement Infection Control Risk Assessment (ICRA) measures near Audiology and any patient-care areas: barriers, negative air, dust control, HEPA, clean paths. Noise/vibration management during coring and pump installation; off-hours work planning if needed. Maintain life safety (egress, fire alarm impairments) and hot work permits. Mechanical/Electrical permits, right-of-way if exterior work crosses public domain, and VA safety protocols. Badging and security clearances for contractors working on campus. Division 2: Existing Conditions Hazardous materials handling for penetrations in older construction (asbestos/lead). Perform pre-work survey and abate if found. Preconstruction survey of pipe routing; locates for existing utilities; as-builts for final turnover. Division 03 -Concrete Install housekeeping pads for pumps or associated equipment in Bldg. 42. Perform core drilling, sleeves, and wall/floor penetrations; patch and restore finishes. Division 23: HVAC Install new 4" chilled-water supply and return from Building 31 to Building 43 (routing, piping, valves, bolted flange connection at Bldg. 43). Add pumps in Building 42 to serve the 2" CHW line to Audiology (set pumps, suction/discharge fittings, check valves, balancing valves). Install quick-connect ports at Building 42 and bolted flange at Building 43 for emergency backup CHW access. Provide/replace valves and actuators; isolate existing chillers in 42 and 43 for normal operation; configure bypass tie-ins. Hot work (welding/brazing), threaded/flanged connections, equipment anchorage, and system rinsing/flush. Integrate valves and actuators into BMS for automatic mode selection (Normal vs. Bypass).
