36C26226Q0597 ******* The purpose of this amendment is to do the following: 1. To respond to questions asked regarding this solicitation. 2. The statement of work has been updated. The General Contractor License has been removed from the Statement of Work. 3. The required for submittals have been updated. The General Contractor License requirement has been removed. Please be aware that the response due date has been changed from 6/11/2026 to 6/15/2026 10:00 AM (PSD). Questions and answers: Q. If a contractor is licensed in California as a C-27 landscaping contractor, why is an additional General contractor's license, when we are already licensed as a contractor through the state? Also, the project requires the removal and installation of decomposed granite, small field stone, turf and the installation of bushes. These services typically do not have needs for OSHA certifications. We're requesting that those requirements are removed since it not necessary for the size of this project and is restrictive to the small business companies that can perform this job. A. If the contractor has a valid C-27 license, then a General Contractor s license would not be needed, as the majority of the work is landscaping and would be covered by the C-27 license. Please see the statement of work, we have updated it and removed the requirement for the General Contractors License. However, I would not waive the OSHA 30-hour certification. Their employees are required to have 30-hour General Industry training. Q. What is the depth of DG that the VA wants? A. 2 ½ -3 inches Q. What sizes of Arizona DG does the VA want? A. 3-8 inches Q. What color of Arizona DG does the VA want? A. Southwest Brown Q. What is the VA standard for tree stakes? A. 8 ft wooden stakes Q. For existing rock removal, does the VA want all rock removed from the specified area or removed to a certain depth with new rock on top? A. All existing rocks removed and grading depth for new installation of rock. Q. Does this service contract require Davis Bacon Wages? A. No. Davis Bacon Wage is for construction, this contract is for services. The wage determination that applies to this contract is: Wage Determination # 2015-5629 Rev. 29, dated 05/13/2026. The wage determination can be found at https://sam.gov/wage-determination/2015-5629/29 Q. Please confirm that in the photos with red-marked areas, the requested gravel/river rock will only go in those marked areas and not the whole area. A. Yes Q. Confirm the bender board follows the red markings where the new rock will meet the existing landscaping. A. Yes Q. For the past performance requirement, does the VA want any kind of write-up to be submitted with the submitted CPARS or just the CPARS? How many CPARS does the government require? A. Per solicitaion, Past performance will be based on CPARS and FAPIIS ratings . We have access to the CPARS though a government site. Contractors are not required to submit CPARS, those will be pulled from a government site. Q. The solicitation lists required submittals: OSHA 30, GC license, C-27 License, and CIT Certification. Are these required to be submitted with the proposal or are these required to be submitted post award? A. Offeror must possess a 30-hour Occupational Safety and Health Administration (OSHA), C-27 Landscaping Contractor, and CIT Certification (Certified Irrigation Technician) are required with your solicitation response. Required For Submittals: Proof that the contractor and all personnel performing on the contract have the following technical training and certifications (Failure to include these certifications, will disqualify offeror): Offeror must possess a 30-hour Occupational Safety and Health Administration (OSHA).
