The purpose of this Sources Sought is to conduct Market Research to determine an acquisition strategy for the acquisition of Electrical Power Distribution Equipment Testing, Inspection, and Maintenance. VAMC Cleveland, is seeking sources capable of complete the services described in the Statement of Work below. Electrical Power Distribution Equipment Testing, Inspection, and Maintenance STATEMENT OF WORK (SOW) as of 3/7/2026 1. Contracting Officer s Representative (COR). Electrical Power Distribution Equipment Testing, Inspection, and Maintenance 3. Background. Louis Stokes VA Medical Center, Cleveland, Ohio located at 10701 East Boulevard, Cleveland, Ohio 44106 is seeking a qualified contractor to provide, labor, materials, equipment, transportation, and supervision necessary to provide on-site full electrical power distribution equipment testing, maintenance, and inspections. Full maintenance includes on-site testing, maintenance and annual preventative maintenance inspections (PMI s). 4. Scope. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance and inspection, testing, and/or calibration of the Electrical Power Distribution Equipment and all of its components at the Cleveland VA Medical Center of facility Electrical Power Distribution Equipment meeting NETA standards. Electrical Power Distribution Equipment Testing, Inspection, and Maintenance as defined in this Statement of Work except for those items specified as government furnished property and services. The contractor shall meet the standards in this contract. In the event faults or repairs identified during maintenance or inspection exceed basic repair, Contractor shall submit cost estimate and Scope of Work to COR for routing to CO for approval and contract modification. No repairs or work outside the scope of this contract shall be performed prior to CO approval and fund allocation. All quotes for repair parts shall be provided at the agreed upon discounted GSA rate. Power distribution equipment maintenance schedule includes tri-annual testing, maintenance and inspection. Tri-annual testing of power distribution equipment outlined in section 5.10 of this SOW. 5. Specific Tasks. Onsite testing, inspection, minor repair, and housekeeping. 5.1 Substation and Transformer Maintenance completed tri-annually January May (Testing Period may be adjusted to meet medical center needs) Visually inspect, tighten hardware and torque bolted connections. Manually operate each switch to check operation of auxiliaries and interlocks. Check contact wipe, clearances and gaps as described in the manufacturer's instruction book. Clean and lubricate all moving parts with manufacturer's approved lubricants. Check electrically operable devices by conducting operating tests as described by manufacturer s instructions. Test all control systems equipment for proper operation after maintenance is performed and before placing them back in normal service. Verify the Kirk Key interlock system.
