81mm and 120mm Mobile Mortar Systems REQUIREMENT: The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Product Director Crew Served Weapons (PdD CSW) and the Office of the Project Manager Soldier Lethality (PM SL), located at Picatinny Arsenal, New Jersey, is conducting a market survey to identify potential sources capable of providing 81mm and 120mm Mobile Mortar Systems. The purpose of this market survey is to obtain current information from all interested and qualified companies that possess production-ready mobility capsules capable of integration with U.S. fire control systems and either an 81mm or 120mm mortar weapon, or systems that allow for interchangeability between the two mortar calibers. Respondents are expected to provide information on systems capable of supporting an accelerated development, integration, testing, and fielding schedule. Prototype systems suitable for Government evaluation are required no later than Fiscal Year 2028 (FY28). Upon successful satisfaction of all technical requirements, the Army may procure additional large quantities in subsequent years to support broader fielding. A Mobile Mortar System is comprised of following four major subsystems – (1) mobility capsule (an automated emplacement/displacement system with auto-lay), (2) a mortar weapon, (3) fire control, and (4) ammunition racks for mortar cartridges. The mobility capsule must have the ability to be mounted on an Infantry Squad Vehicle-Utility (ISV-U). It should have a modular design for mounting on a Cold Weather All-Terrain Vehicle (CATV), High Mobility Multipurpose Wheeled Vehicle (HMMWV) or future light tactical vehicles via an adapter plate or via ICD (Interface Control Drawing desired) and adjust to the vehicle dimensions/height. It is desirable that the mobility capsule provides the ability to quickly disengage the cannon for dismounted/man-portable operations. Below are the component breakouts of the mobile mortar subsystems. (1) The mobility capsule (an automated emplacement/displacement system with auto-lay) includes the following key components: A modular mortar stowage and deployment system with a lifting mechanism for rapid emplacement/displacement that can be integrated onto the ISV-U. Clamp assembly for attaching the cannon and can quickly disengage the cannon to use for dismounted operations. Baseplate ideally does not require seating. (2) The mortar weapon includes the following key components: Cannon for mounted and dismounted operations. Baseplate for dismounted operations. Bipod for dismounted operations. Basic Issue Items (BII). (3) The fire control includes the following key components powered by vehicle power, some of which can be detached for dismounted operations: (Detachable) Self-Orienting Aiming Pointing Device. (Detachable) Tactical Radio with optional Tactical Modem. (Detachable) GPS Receiver. (Detachable) Fire Control Computer. Power Battery System (PBS) is a data and power distribution hub that allows mobility capsule to interface with fire control components and powers fire control components Remote Display and Keyboard (optional). Fire Control Display for Driver and/or Gunner (optional). Mounts and Cables. (4) The ammunition racks for securely stowing ammunition in the vehicle. The desired performance characteristics for the 81mm Mobile Mortar system and its subsystems are listed in an accompanying document and available upon request. The desired performance characteristics for the 120mm Mobile Mortar system and its subsystems are not available at this time. The desired performance characteristics for the 81mm Mobile Mortar system serve as the reference standard for the 120mm Mobile Mortar system`s ones.
