Description and Purpose This is a Request for Information (RFI) / Sources Sought Notice issued by the United States Marine Corps (USMC). This notice is issued solely for information, market research, and planning purposes—including gathering Rough Order of Magnitude (ROM) cost information; it does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), nor does it commit the Government to contract for any supply or service. The Government is conducting market research to identify potential sources—including Small Businesses, 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), HUBZone, and Women-Owned Small Businesses (WOSB)—capable of modernizing, restructuring, and deploying an updated Apprentice-Level Knowledge Management Officer Qualification (KMOQ) distance learning course. This requirement is for a Base Period plus one (1) Option Year. 2. Background and Scope of Requirement 2.1 Background The mission of HQMC DCI/SDO is to guide and implement structural and operational standards across Marine Corps information-related communities. The Marine Corps KMOQ distance learning course is a pivotal training solution designed to satisfy the training requirements for the 8055 Military Occupational Specialty (MOS), aligning directly with established Training and Readiness (T&R) standards. The original legacy course, the Information Management Officer Qualification (IMOQ), was deployed to MarineNet (MCeLE) in 2021. The current requirement seeks to modernize this legacy curriculum to address critical gaps in Knowledge Management (KM), Knowledge Engineering (KE), and modern data-driven Command and Control (C2) operational concepts. 2.2 Scope Summary The Contractor will provide professional training development, instructional design, content authoring, administrative management, software development, testing, and deployment services. The project is structured across two sequential phases over an estimated 18-month Period of Performance (PoP): Phase I: Planning, Requirements Definition, & Course Design (Base Period – 6 Months) Technical and instructional audit of legacy 2021 IMOQ materials. Mapping Knowledge, Skills, and Abilities (KSAs) to 8055 MOS T&R standards. Curriculum architecture development, multimedia mix strategy, and exam/assessment formulation. Phase II: Content Creation, Testing, & LMS Deployment (Option Period 1 – 12 Months) Authoring scripts, storyboards, and interactive elements. eLearning software development (utilizing Adobe Captivate, Articulate 360, or approved equivalent). Iterative Alpha, Beta, and Preproduction functional testing. SCORM 2004 v.3 packaging, certification with Training and Education Command (TECOM), and production deployment on MarineNet. Transfer of all organic, uncompiled source files (*.story, *.cptx, raw media) to the Government with unlimited rights. 3. Summary of Deliverables & Requirements Period of Performance: Base Period (6 Months) + Option Period 1 (12 Months) = 18 Months Total. Contract Type: Firm-Fixed Price (FFP).
