DEFENSE HEALTH AGENCY REQUEST FOR INFORMATION ENTERPRISE VIRTUAL PHYSICAL THERAPY CAPABILITY FOR MUSCULOSKELETAL AND PELVIC FLOOR REHABILITATION SUPPORTING ACTIVE-DUTY MEDICAL READINESS AND MILITARY HEALTH SYSTEM BENEFICIARY CARE Purpose: The Defense Health Agency Contracting Activity (DHACA) is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify commercially available Enterprise Virtual Physical Therapy capabilities that support rehabilitation of musculoskeletal (MSK) and pelvic floor conditions while improving access to care, enhancing the efficiency and effectiveness of existing Defense Health Agency (DHA) Military Treatment Facility (MTF) physical therapy resources, supporting active-duty medical readiness, and improving beneficiary care. Information received in response to this Request for Information (RFI) will assist the Government in understanding commercially available capabilities, refining future requirements, informing acquisition planning, and supporting the development of a future solicitation, if appropriate. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research and acquisition planning purposes in accordance with Federal Acquisition Regulations. This notice does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or any commitment by the Government to award a contract or otherwise procure the services described herein. Information received in response to this RFI will be used to assist the Government in refining its requirements, assessing commercially available capabilities, evaluating potential acquisition strategies, validating the appropriate North American Industry Classification System (NAICS) code, and determining the most effective contracting approach to support the DHA mission and strategic priorities. The Government is not seeking proposals or quotations at this time and will not reimburse respondents for any costs incurred in preparing or submitting a response. Responses to this RFI are voluntary and will be used solely for market research purposes. Responding to this RFI is not a prerequisite for participation in any future solicitation, should one be issued. Objective: The Government seeks information regarding commercially available Enterprise Virtual Physical Therapy capabilities that improve access to rehabilitation services for MSK and pelvic floor conditions while supporting medical readiness, improving clinical outcomes, and optimizing DHA MTF resources. The Government seeks information on commercially available approaches that: Improve timely access to physical therapy services for MSK and pelvic floor conditions. Improve active-duty medical readiness by accelerating return-to-duty and reducing lost duty time. Reduce barriers to accessing physical therapy services. Improve access for geographically dispersed, operational, remote, and underserved populations. Improve patient engagement and clinical outcomes. Increase enterprise rehabilitation capacity and optimize resource utilization. Increasing the efficiency and effectiveness of the DHA MTF physical therapy workforce. Complement existing DHA MTF physical therapy services without replacing clinical judgment or in-person care when clinically indicated. Support scalable enterprise physical therapy capabilities across the DHA enterprise. Provide enterprise performance reporting, readiness metrics, and healthcare analytics. Demonstrate measurable operational, clinical, and return on investment (ROI). The Government has not identified a preferred technology, digital platform, clinical delivery model, staffing approach, or business model and encourages respondents to describe commercially available capabilities that best satisfy these objectives.
