Description
This solicitation has been amended(SP470326Q0055 - 0001) for the purpose of correcting the specific Wage Determination cited in the solicitation. The wage determination version has changed from Davis-Bacon Act WD #: VA20260007 to Davis-Bacon Act WD #: VA20260017. The solicitation deadline has been extended until COB 07/24/2026 to allow time for offerors to revise and resubmit proposals. All other terms and conditions remain the same. ___________________________________________________________________________________________________________________________________________ Combined Synopsis/Solicitation for commercial goods and services IAW FAR part 12. Defense Supply Center Richmond (DSCR) Walkway Light Repairs This is a solicitation for construction prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. The solicitation number SP4703-26-Q-0055 is issued as a request for quote (RFQ). The resulting contract will be a firm-fixed price award with a period of performance of 90 days after the Notice to Proceed. 1. OBJECTIVES The primary objective of this project is to enhance safety and visibility along the 400-foot pedestrian walkway located after the turnstile. This will be achieved by installing new LED bollard lights, upgrading existing pole lights to LED, and repairing non-operational light poles. 2. BACKGROUND Pedestrians have reported that the walkway is inadequately lit, creating a safety concern, particularly during the early morning hours. The project addresses these concerns by providing a comprehensive lighting solution. The project site includes a 400-foot walkway, existing decorative light poles, and approximately 100 old concrete bases that are no longer in use. All new lighting will be connected to the existing electrical panel located near the turnstile. 3. SPECIFIC REQUIREMENTS The contractor shall: • Provide and install new LED bollard lights featuring an 8" round, 42" high design with a black finish, 4000K (Neutral White) color temperature and minimum output of 2000 lumens along the 400-foot walkway. Submit technical specifications, product cut sheets, and up to three samples of the proposed LED bollard fixture for customer review and approval prior to material procurement and installation. • Install new concrete bases for the bollard lights using Sono tube concrete forms. The concrete bases shall be a minimum of 10 inches in diameter (at least 2 inches wider than the 8-inch bollard fixture) and must extend 2 inches above the finished ground level. The concrete shall have a minimum compressive strength of 3,000 PSI, be poured to a depth extending below the local frost line for stability, feature a smooth trowel finish with chamfered exposed edges, and utilize the manufacturer's exact anchor bolt templates. The contractor must ensure all concrete bases are installed at a consistent level elevation along the path so that all installed bollard lights are level and uniform in height with each other. • Provide rigid electrical conduit for the cables, ensuring they are stubbed up exactly in the center of each concrete base to properly align with the bollard fixture. An open-trench inspection is required to verify the conduit depth meets requirements prior to backfilling; the contractor must provide a minimum of 2 days' notice to schedule this inspection. Once the inspection is passed and the trenches/holes are filled, the contractor shall tamp the surrounding soil and apply seed and straw. • Space the new bollard lights every 20 feet, or according to the manufacturer's specifications, to maximize lighting and ensure optimal, consistent illumination.
