Notice of Intent to Sole Source: Temperature and Relative Humidity (TRH) Probes Calibration and Repair

The U.S. Army, Mission Installation Contracting Command (MICC), Dugway Proving Ground (DPG), intends to award a firm-fixed price (FFP) and time-and-materials (T&M) hybrid service contract on a sole-source basis for calibration and repair of government-owned Temperature and Relative Humidity (TRH) Probes. This procurement supports the operations of the Meteorological Branch, West Desert Test Center (WDTC), DPG pursuant to 10 U.S.C. 2304(c)(1) and in accordance with the Federal Acquisition Regulation (FAR) Revolutionary Overhaul FAR 6.103-1 and RFO FAR 12.102(a) to: Campbell Scientific Inc 815 West 1800 North Logan, Utah 84321-1784 UEI: EPYHURDCL7F8 CAGE: 53839 The objective of this sole source award is to procure off-site calibration, adjustment, and repair of approximately 463 Government-owned Temperature and Relative Humidity (TRH) probes. These probes are critical components of the Meteorology Branch’s Portable Weather Instrumentation Data System (PWIDS), which collects and transmits real-time weather data for range safety and test support at DPG. Due to the highly specialized nature of the probe adjustments, internal diagnostic software, and required OEM replacement parts, Campbell Scientific is the only vendor with the unique expertise required to calibrate and repair the probes while guaranteeing critical compatibility with DPG's existing meteorological sensor network.
