USACE-LRN Requirement for Paving at Obey River Campground

PRE-SOLICITATION NOTICE FOR PAVING AT OBEY RIVER CAMPRGROUND AT DALE HOLLOW LAKE. The Nashville District (LRN), U.S. Army Corps of Engineers (USACE), intends to issue a Request for Quote (RFQ) for a Firm Fixed-Price Construction Contract utilizing the procedures at Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. This is a Pre-Solicitation Notice only. This notice is being issued for planning and information purposes only. This is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept quotes as a result of this notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance. DESCRIPTION (SUBJECT TO CHANGE): The Contractor will be responsible for the following activities/items under the proposed contract: This project is to be performed at the Obey River Campgrounds at Dale Hollow Lake located near 100 Obey Park Road, Monroe, TN 38573. Obey River Campground’s area of focus for this project consists of approximately 600 feet of roadway (average approximately 8-9’ wide) and parking area (approximately 150’ x 170’) to include 600 feet of curbing (4,250 sq. yards total) within Obey River Campground. The purpose of this ERFO project is to remove and replace pavement damaged in storms & highwater events. Several of the roadway sections and parking areas have significant damage including: alligatoring, longitudinal and transverse (block) cracking, raveling, and shoulder and curbing damage. Project will include striping parking lot for trailer & single car spaces, replacement of 1 stormwater drain, removing dilapidated wooded stanchions & cable, replace curbing, & widening of road up to 11’ total width. Location: Obey River Campgrounds at Dale Hollow Lake located near 100 Obey Park Road, Monroe, TN 38573. Disclosure of Magnitude of the Proposed Commercial Construction Project: Between $250,000 and $500,000. NAICS CODE and SBA SIZE STANDARD: 237310 - Highway, Street, and Bridge Construction; Size Standard $45.0 Million SET-ASIDE TYPE: 100% Small Business DELIVERY DATE (SUBJECT TO CHANGE): Approx. 250 calendar days after Notice to Proceed (NTP) Anticipated Solicitation Release Date: The solicitation with plans and specifications is expected to be issued on or around 10 August 2026. Pre-Bid Site Visit (SUBJECT TO CHANGE): TBD but anticipated to occur on or around 25 August 2026. The site visit request forms are attached. There will only be one site visit. Offerors should inspect the job site prior to submitting a quote. Offerors should take such other steps as may be reasonably necessary to ascertain the nature and location of work and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve offerors from the responsibility of properly estimating the difficulty or cost of successfully performing the work.
