INSTRUCTIONS TO BIDDERS Description of the Project: This is a project is to improve an existing rail bed into a Tactical Vehicle Maneuver Lane (TVML), extending west from Paris-Windham Rd., west of the Engineer Dig Site North and on the north side of Smalley Rd., running parallel to it. Once fully completed and all phases constructed the improvements will provide better maneuverability across CJAG training areas. The improvements will also contribute to long term sustainable use of training areas and will help avoid and/or minimize negative impacts to the environment and associated costs. Base Bid: Improve an existing rail bed extending west from Paris-Windham Rd., just south of the North Dig Site for use by tanks and Bradley Fighting Vehicles. This task is for construction by a contractor, as shown on construction drawing sheet C-127. The work area will be between stations 78+50 to 74+00. OPT #1: Improve an existing rail bed extending west from Paris-Windham Rd., just south of the North Dig Site for use by tanks and Bradley Fighting Vehicles. This task is for construction by a contractor, as shown on construction drawing sheet C-127. The work area will be between stations 74+00 to 69+00. OPT #2: Improve an existing rail bed extending west from Paris-Windham Rd., just south of the North Dig Site for use by tanks and Bradley Fighting Vehicles. This task is for construction by a contractor, as shown on construction drawing sheets C-127 and C-126. The work area will be between stations 69+00 to 64+00. OPT #3: Improve an existing rail bed extending west from Paris-Windham Rd., just south of the North Dig Site for use by tanks and Bradley Fighting Vehicles. This task is for construction by a contractor, as shown on construction drawing sheets C-126. The work area will be between stations 64+0 to 59+00. OPT# 4: Improve an existing rail bed extending west from Paris-Windham Rd., just south of the North Dig Site for use by tanks and Bradley Fighting Vehicles. This task is for construction by a contractor, as shown on construction drawing sheets C-126. The work area will be between stations 59+00 to 54+00. Garfield Joint Military Training Center Tactical Vehicle Maneuver Lane, Project Number 3926003, at Camp James A. Garfield Joint Military Training Center (CJAG) in Ravenna, Ohio. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price. This solicitation is set-aside 100% for Service-Disabled Veteran-Owned Small Businesses EVALUATION FOR AWARD: Bids will be evaluated on the basis of price and price related factors IAW FAR 14.201-8 NOTICE OF PREBID CONFERENCE AND SITE VISIT: A pre-bid conference will be conducted on July 30th at 11:00 am EST for the purposes of briefing on the bid requirements regarding this solicitation.
