Solicitation Synopsis: Renovate Facades, Replace Windows/Doors & Repair Drainage of Bldgs. #8404 & #8405 This Synopsis is issued to meet the requirements in FAR Subpart 5.101 Presolicitation Notice and FAR Subpart 14.211 Two-Step Sealed Bidding. (i) Description of the supplies or services required The U.S. Army, 409th Contracting Support Brigade (409th CSB), intends to award a Firm-Fixed-Price, single award contract for the Renovation of Facades, Replacement of Windows/Doors, and Repair of Drainage at Buildings #8404 and #8405 (Project DY-BO131-4P) at the Baumholder Military Community, Germany. Services required include the restoration of the building facades and natural stone masonry to mitigate water infiltration, replacement of exterior windows and doors, minor roof repairs, and upgrades to external infrastructure (drainage, walkways, and lighting). (ii) Statement of intent to use the two-step method This solicitation and resulting contract are utilizing a Two-Step Sealed Bidding procurement method as described in FAR Part 14.211. Step One is a request for technical proposals only, and offerors determined to be acceptable will be notified of Step Two via receipt of the Invitation for Bid (IFB) solicitation document. (iii) Requirements of the technical proposal The technical proposal must include at least the following: Set up so that no additional explanations and information are required. Indication of the applied German Institute for Standardization, or Deutsches Institut für Normung (DINs), Regulations and Standards. Sketches/Drawings, if necessary. Submitted in English. Provided in electronic PDF format. Provide all information/documents requested in the technical evaluation criteria. (iv) Evaluation criteria, including all factors and any significant subfactors Proposals will be evaluated to be "Acceptable", "Reasonably susceptible of being made acceptable", or "Unacceptable" based on the following technical criteria: FACTOR 1: Offerors shall show method of accomplishment and materials to be used. Offerors must submit a copy of specifications and materials proposed, describing how the project will be accomplished as required by the SOW. Proposed materials and methods must meet or exceed minimum applicable DIN standards for Civil Work (B3), Architectural Work (B4), Electrical Work (B5), and Engineering Services (B6). FACTOR 2: Offerors shall provide a Progress Schedule outlining the plan to meet the 365 calendar day delivery time for all specification requirements, including the timeframe for deliverables, materials possession, preparation, mobilization dates, and planned sequence of work. FACTOR 3: Offerors shall provide documentation, specifically one copy of their Certificates for doing business in Germany, authorizing the firm to conduct business in Germany (e.g., Handwerkskammer or IHK registration). FACTOR 4: Past Performance & SPRS Evaluation. Offerors must demonstrate a record of satisfactory past performance. (v) Statement regarding prices or pricing information The submission requirements of Step One, Request for Technical Proposal, shall not include any prices or pricing information. Technical Proposals MUST NOT include prices. For awareness of the pricing structure that will apply during Step Two (Invitation for Bid): Currency: All proposed prices must be submitted in EURO only. Price Evaluation: The Total Evaluated Price (TEP) will be calculated as the sum of CLIN 0001 (Base Bid - Bldg. 8404) and CLIN 0002 (Additive Item - Bldg. 8405). Award Criteria: The Government intends to make a single contract award for the Base Bid (CLIN 0001) and the Additive Item (CLIN 0002) to the responsible bidder who submits the lowest responsive, aggregate bid for both CLINs. However, in the event that the lowest aggregate bid exceeds available funding, or if funding is reduced at the end of the fiscal year, the Government reserves the right to make an award for the Base Bid (CLIN 0001 - Building 8404) only.
