Description
Update: RFQ extended to 28 August 2026 due to Government delay answering RFI's. RFI's: 1. The solicitation states that the prime contractor must have an office within 120 miles of DSCR that is publicly visible in SAM.gov. May an offeror satisfy this requirement through a local principal subcontractor or mobilization office, or must the prime entity itself have the qualifying SAM-listed office? -The Prime must have a legitimate place of business from which they are mobilizing. This can be substantiated (for example) via a Lease Agreement or proof of business mail being delivered to this site. The subcontractor's place of business, address, etc. is not acceptable. We are entering into business with the prime. 2. If a prime establishes and registers a legitimate local office in SAM.gov before quotation submission, would that satisfy the requirement, or must the local office have existed before solicitation issuance? - If there is a valid office by the solicitation closing period, I will accept it as valid. 3. Please confirm that the existing electrical systems and architectural features within the boiler room are not part of the project scope. Power supply to the boiler room is not being modified, the wiring and circuit breakers servicing the boiler do not need to be replaced or upgraded as part of this project. Isolation components such as switches and controller systems servicing the boiler itself should be replaced as part of the work being done on the boiler. Modifications to the appearance and architecture of the machinery room are not intended as part of this project. 4. Please confirm that the required boiler piping demolition is limited to piping located within the boiler room and that the contractor will only be required to tie into existing piping without creating new penetrations in the room. Demolition of piping is limited to the supply and return lines within the existing boiler machinery room. The supply and return piping located within the rest of the building are not being modified or replaced as part of this project. No new penetrations should be required. 5. As discussed during the pre-bid meeting, please confirm that the Building Automation System (BAS) is intended for local control only and is not connected to the remainder of the facility or installation network. Is the contractor required to provide temporary heating during the boiler replacement period? Depending on the duration and timing of installation work, temporary heating services may be required in order to allow the occupants of the building to remain in place. Contractor would be required to provide those temporary services if necessary. Please price your quote WITHOUT temporary heating services at this time. We will adjust the contract via modification if the temporary heating services are needed. Are there any noise restrictions or limitations for demolition activities? There are no noise restrictions outside of standard PPE requirements and hearing protection. Any demolition activities which require cutting/grinding/torch work will require base fire department to provide contractor with a hot work permit and approval prior to the start of such activities. Materials removed from the base are required to be documented as per the SOW for environmental record keeping purposes. During the site visit, it was observed that the existing boiler is installed on a metal platform that does not appear to require replacement. Can the contractor assume that the new dual-fuel boiler specified in the contract documents will fit within the existing platform dimensions? Metal platform can be removed as necessary to fit the existing space requirements.
