Amendment 2: Provides Q&A and an updated SOW to reflect that "Contractors and Subcontractors conducting janitorial cleaning must be within a 30 mile radius of the Bothell campus." Q1. Whether Wage Determination 2015-5535, Revision 28, will govern this acquisition. A1. 2015-5535, Rev 28 will most likely govern acquisition. Q2. Whether the Executive Order 13706 health-and-welfare rate and paid-sick-leave requirements apply. A2. yes Q3. Whether any predecessor collective bargaining agreement, successor-contract wage obligation, or other labor provision applies. A3. None Q4. Whether FEMA will post the controlling wage determination and complete solicitation, pricing, and evaluation documents before proposals are due. A4. All documents have been uploaded pertaining to this requirement. Q5. Whether the 30-mile requirement applies to the prime offeror itself or only to the personnel or company actually conducting the janitorial cleaning. A5. It applies to the prime contractor and subcontractor. Whoever holds the contract must be within a 30 mile radius of the facility and anyone working the contract must also be within a 30 mile radius. Q6. How often do you need this building clean, are there any chemicals that's unacceptable for this location? A6. Building needs to be cleaned daily, Monday thru Friday. Federal holidays are treated like the weekend, no cleaning required. Q7. What time does the workers usually start and end? A7. Cleaning needs to take place in the morning, being completed by noon. Q8. What supplies are generally not needed, being that you have a cleaning inventory already. A8. We do not purchase any cleaning supplies for the building. All building cleaning supplies are/should be covered by contract. Q9. Is there a dress code and does everyone require name tags? A9. Whatever the requirement for cleaning professionals regarding attire is acceptable. We supply a temporary visitors badge every day. We also provide an escort for part of the building. Q10. When does the service start and according to the attachments I will need to send an invoice monthly; in which a check will be sent out for that fiscal month? A10. The period of performance will start at the date of award. There will be processing of contractor personnel prior to providing services. You will send an invoice after services are provided monthly. Q11. Do you require a certain amount of experience? A11. We just ask for a professional cleaning person that is aware of safety issues when it comes to the cleaning supplies. We also require someone who is familiar with Covid type deep cleaning. Amendment 1: Amendment 1 is to share that wage determination 2015-5535 was included with the previous contract. This is a Request for Proposal for janitorial services at the Federal Emergency Management Agency (FEMA) buidling in Bothell, Washington. The work described in the Statement of Work provides for management, supervision, labor, transportation, supplies, material, equipment, required to perform the Janitorial Services and miscellaneous utility work effectively, economically, and satisfactorily at the FEMA Bothell Facility. Below are some questions with answers that were asked on previous acquisitions: Q1 : Can you provide a breakdown of the flooring types and their approximate size, to be able to quote the semi-annual floor work? A1: The Task Chart shows the approximate square footage of each area. The areas that need mopped are bathrooms, kitchen, stairway tunnel, and the Logistics office area. The majority of the areas are paneled carpet pieces. The mopped floors are linoleum style and bathrooms are like a stone type tile.
