A. Introductory This is a Sources Sought set aside for Indian Economic Enterprise (IEE) and Indian Small Business Economic (ISBEE). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The objective of this Sources Sought # IHS1525040 is to identify potential IEE and ISBEE vendor that can provide a base + 4 Option Periods for an Enterprise Computerized Maintenance Management System (CMMS) for the Indian Health Service (IHS). B. Project Description B.1 Background: The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), is responsible for providing federal health services to American Indians and Alaska Natives. The provision of health services to members of federally recognized tribes grew out of the special government to government relationship between the federal government and Indian tribes. The IHS is the principal federal health care provider and health advocate for the Indian people. The goal is to assure that comprehensive, culturally acceptable personal and public health services are available and accessible to American Indians and Alaska Natives. The IHS currently provides health services to approximately 1.5 million American Indians and Alaska Natives who belong to more than 557 federally recognized tribes in 34 states. The IHS Office of Environmental Health and Engineering (OEHE) requires information on who can provide an approach to continue technical support to the existing Nuvolo CMMS along with software enhancements and training, including related functions, tools, and services. An existing CMMS (Nuvolo) is currently deployed within the agency as an enterprise-level solution, providing a single, standardized solution for all IHS employees to utilize per national requirements. B.2 Requirements: The objective is to obtain support services for the current, off-premises IHS Nuvolo CMMS platform to maintain the system’s functionality and suitability for IHS’ needs. Services include, but are not limited to, annual software upgrades, troubleshooting of incidents, and system customization and enhancement within the IHS’ Development, Test, and Production cloud servers. Support services must be provided by a Nuvolo-certified service partner to ensure all guides, tools, and resources from Nuvolo are available and accessible to supply the IHS with a complete and informed user experience. Provided services shall also be aligned with CMMS healthcare industry best practices and provide the flexibility necessary to enable improvements and address agency initiatives in facility and biomedical operational and service management processes, and provide a model that supports a healthcare organization by: Provide annual maintenance for the Nuvolo Connected Workplace CMMS hosted on a ServiceNow cloud platform Provide and push regular software upgrades and updates to maintain operability and compatibility with concurrent software versions Provide customization, application management, and enhancement services for any determined agency requirements that fall outside standard software configurations Provide end-user training and materials to IHS personnel as needed for major upgrades and customizations Enable, configure, test, and implement third-party software and module integrations as needed to enhance platform functions (e.g. test, measurement, and diagnostic equipment (TMDE), recall and alert management, geographic information systems (GIS), cybersecurity configuration management, incident reporting and response, etc.) Assist with the incorporation of additional IHS support groups, locations, and equipment into the existing platform as needed Provide troubleshooting services to IHS staff for issues with platform functionality and configurations Provide and push urgent/ad-hoc software update packages as needed to maintain platform functionality and meet agency needs and priorities Conduct on-site visits as needed for user training, project needs alignment, exploratory research, etc....
