Sources Sought: Telemedicine Emergency and Sexual Assault Forensic Support Services Support for Five (5) Facilities within the Great Plains Area Indian Health Service (GPAIHS). Sources Sought Notice Number: IHS-SS-26-1527014 This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation or commitment by the Indian Health Service. IHS is conducting market research to identify interested and capable vendors in all socioeconomic categories, including Small Business, 8(a), HUBZone, SDVOSB, WOSB, ISBEE/IEE, and other-than-small businesses. Responses from Indian Economic Enterprises are strongly encouraged but all qualified vendors may respond. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated applicable NAICS code for this acquisition is 622110, General Medical and Surgical Hospitals- or other relevant NAICS codes will be considered based on responses received (such as conference centers, etc.) 1.0 BACKGROUND The IHS is an agency within the Department of Health & Human Services and is responsible for providing federal health services to American Indians and Alaska Natives. The Indian Health Service provides a comprehensive health service delivery system for approximately 1.9 million American Indians and Alaska Natives who belong to 567 federally recognized tribes, in 35 states. The Indian Health Service Headquarters is located in Rockville, MD and then divided into twelve (12) physical areas: Alaska, Albuquerque, Bemidji, Billings, California, Great Plains, Nashville, Navajo, Oklahoma, Phoenix, Portland, and Tucson. The Great Plains Area Office (GPAO) works in conjunction with 19 Indian Health Service Units and Tribal Managed Service Units to provide health care to approximately 130,000 Native American located in North Dakota, South Dakota, Nebraska, and Iowa. 2.0 OBJECTIVE The primary objective is to provide telemedicine emergency and sexual assault forensic support services at five (5) facilities within the region served by the Great Plains Area Indian Health Service (GPAIHS). 3.0 SCOPE The contractor shall furnish the services outlined in the Performance Work Statement (PWS) to the Great Plains Area Indian Health Service (GPAIHS) for the designated period of performance. 4.0 CONTRACT REQUIREMENTS/ AND PERSONNEL QUALIFICATIONS Refer to the performance work statement (PWS) for any requirement and qualifications. 5.0 TYPE OF ORDER GPA plans to solicit a Firm-Fixed Price, Non-Personal Service Type Contract 6.0 ANTICIPATED PERIOD OF PERFORMANCE Period of Performance: Base Period of twelve (12) months with four (4) additional twelve (12) month option periods. 7.0 PLACE OF PERFORMANCE Remote: Contractor telemedicine operations within the United States (unless otherwise authorized). On-site: Five rural Spoke Sites identified by the Government: Pine Ridge Hospital, 607 Indian Health Road, Pine Ridge, SD 57770 Rosebud Hospital, 400 Soldier Creek Drive, Rosebud, SD 57570 Cheyenne River Health Center, 24276 166th Street, Eagle Butte, SD 57625 Fort Yates Indian Health Service Hospital, 10 Standing Rock Ave, Fort Yates, ND 58538 Quentin N Burdick Memorial Health Care Facility, 1300 Hospital Loop, Belcourt, ND 58316 8.0 PAYMENT In compliance with the Office of Management and Budget (OMB) M-15-19 memorandum Improving Government Efficiency and Saving Taxpayer Dollars Through Electronic Invoicing directing Federal agencies to adopt electronic invoicing as the primary means to disburse payment to vendors.
