The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. EXECUTIVE SUMMARY/ GENERAL INSTRUCTIONS This Executive Summary has been prepared as an aid to you, the potential offeror. The Government has made every effort to accurately reflect the requirements and information contained in this solicitation. However, if there are any inconsistencies between the executive summary and the solicitation, the solicitation will govern. 1. The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey, on behalf of the USAF Expeditionary Center (EC) located on JB-MDL, NJ. has a requirement for providing Fieldcraft Training Support Services in accordance with Performance Work Statement (PWS) (Section 1.2, Attachment 0001) dated 19 MAY 2026. Services shall be provided for one (1) 12-month period plus four (4) 12-month option periods from 12 DEC 2026 – 11 DEC 2031. In addition, the government may extend the total length of the contract by no more than (6) months after the end of the last option year, if necessary, and IAW with RFO 52.217-8. 2. The Government intends to award a single Firm Fixed Price (FFP) Requirements Indefinite Delivery Indefinite Quantity (IDIQ) contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB). The acquisition is based upon competition to represent the Best Value IAW RFO 15.101 to the Government. For proposal instructions and submittal information, see RFO 52.212-1, entitled Instructions to Offerors – Commercial Products and Commercial Services. For the basis of award, see RFO 52.212-2, entitled Evaluation – Commercial Products and Commercial Services. 3. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under RFO 15.403-4 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price. 4. This is an all-electronic solicitation release. Hard copies are not available. The Government will post all information pertaining to the solicitation and award of this requirement to the Government Point of Entry (GPE), also known as SAM.gov. It is the responsibility of each offeror to review the web page for postings of amendments, updates, or changes to current information. 5. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. 6. Questions regarding this RFP shall be submitted via email, and subsequent answers will be posted to SAM.gov. If Offerors have questions, they are requested to submit them in writing grouped by solicitation section and make reference to the particular section / subsection number.
