This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. This solicitation will be solicited as a 100% Total Small Business Set-Aside. The 90th Contracting Squadron is issuing this combined synopsis/solicitation, FA461326Q1054, as a Request for Quote using RFO Part 12, Acquisition of Commercial Products and Commercial Services. The North American Industrial Classification System (NAICS) code for this procurement is 811310, with a small business size standard of $12.5M. The Government intends to award a Firm Fixed-Price, One-Time Service, Commercial contract. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAC) 2026-01 effective 03/13/2026 and Defense Federal Acquisition Regulation Supplement Change 5/7/2026 effective 5/7/2026. DESCRIPTION OF ITEMS/SERVICES: This is a service contract to conduct a comprehensive compressed air system audit and analysis in Building 1235, Room 11 (East Side Mechanical Room) at F.E. Warren AFB, WY. The facility's primary air compressor and dryer units are currently nonoperational (INOP). The Contractor shall provide a temporary, operational compressed air source (compressor and dryer package) to support facility operations during the testing window, collect real-time flow and pressure data, and deliver a data-driven engineering recommendation for a permanent, code-compliant replacement system. Vendor certification requirements shall comply with City, State, and Federal ASME Code and OSHA standards / requirements as necessary. PLACE OF PERFORMANCE: Francis E.
